As of January 1, 2026, the Universal Health Insurance System has been introduced in the Republic of Armenia under a phased implementation model.
To receive medical services under the Universal Health Insurance System, individuals must apply to their local polyclinic, outpatient clinic, or another primary healthcare provider with which they are registered.
If medical services beyond outpatient care are required, the district therapist, family physician, or pediatrician (for individuals under 18 years of age) will issue an online referral—from consultation with a specialist to receiving treatment at a medical institution of the patient’s choice.
This does not apply to emergency and urgent cases.
Patients registered at the “Erebuni” Medical Center Polyclinic should contact the polyclinic specialists to receive the necessary medical care under the Universal Health Insurance System. The specialists will provide consultations promptly and issue an online referral without obstacles.
In urgent or emergency situations, patients must immediately call the Emergency Medical Service. The emergency physician will assess the patient’s condition on-site and, if necessary, transport the patient to an appropriate or preferred medical center.
If a patient is transferred to “Erebuni” Medical Center, they will receive high-quality urgent and emergency medical care at the only Emergency Care Department of its kind in the Republic of Armenia.
Within minutes, the patient’s health condition will be assessed and a preliminary diagnosis will be established. Simultaneously, all necessary diagnostic laboratory and instrumental examinations will be conducted, including: Computed Tomography (CT), Magnetic Resonance Imaging (MRI), Various types of ultrasound examinations, Gastroscopy, Colonoscopy and other required tests.
If necessary, the patient may be transferred to other departments of “Erebuni” Medical Center and continue receiving care under the Universal Health Insurance System.
In the first phase, the system covers citizens and residents of the Republic of Armenia, including:
Children under 18 years of age
Individuals aged 18–23 without parental care
Full-time students under 26 years of age without parental care
Citizens aged 65 and over
Persons with Group I, II, or III disabilities - persons with severe, significant, or moderate functional limitations
Family members of fallen servicemen
Participants in the Chernobyl nuclear accident cleanup operations
Participants of World War II and persons equated to them
Victims of repression
Former servicemen receiving military disability pensions
One parent, adoptive parent, guardian, or trustee of a child with disabilities
Members of families with a registered vulnerability score or status
Employees earning AMD 200,001 or more, including social package beneficiaries with the same salary level
Individual entrepreneurs and notaries with gross income of AMD 2,400,001 or more
Social package beneficiaries with a salary of AMD 200,000 or less will continue to receive services within the state-funded social package program, without the involvement of insurance companies.
