Universal Health Insurance System

As of January 1, 2026, the Universal Health Insurance system has been introduced in the Republic of Armenia and is being implemented on a phased basis.

How to Receive Medical Services Under the Universal Health Insurance System

To receive medical services within the framework of the Universal Health Insurance system, it is necessary to apply to the local polyclinic, outpatient clinic, or other primary healthcare provider with which you are registered.

If medical services beyond outpatient care are required, further treatment will be arranged upon referral by your district therapist, family physician, or — for individuals under 18 years of age — pediatrician. An electronic referral will be issued for specialist consultation or treatment at your preferred medical institution, except in emergency and urgent cases.

Patients registered at the polyclinic of “Erebuni” Medical Center should apply to the polyclinic specialists to receive the necessary medical care under the Universal Health Insurance system. Consultations and electronic referrals will be provided promptly and without obstacles.

In emergency situations, it is necessary to immediately contact the Emergency Medical Service. The emergency physician will assess the patient’s condition on site and, if necessary, arrange transportation to an appropriate or preferred medical center.

If transferred to “Erebuni” Medical Center, the patient will receive urgent and emergency high-quality medical care at the Center’s Emergency Department — the only department of its kind in the Republic. Within minutes, the patient’s health status will be evaluated and a preliminary diagnosis established.

Simultaneously, all necessary laboratory and instrumental diagnostic examinations will be conducted, including:

  • Computed Tomography (CT)
  • Magnetic Resonance Imaging (MRI)
  • Various types of ultrasound examinations
  • Gastroscopy
  • Colonoscopy
  • Other required diagnostic procedures

If necessary, the patient may be transferred to other departments of “Erebuni” Medical Center and continue treatment under the Universal Health Insurance system.

Who Is Eligible for the Universal Health Insurance System

During the first phase, the following citizens and residents of the Republic of Armenia are included:

  • Individuals under 18 years of age
  • Young adults aged 18–23 without parental care
  • Individuals up to 26 years of age, without parental care, enrolled in full-time education
  • Citizens aged 65 and older
  • Individuals with disability groups I, II, or III, as well as persons with profound, severe, or moderate functional limitations
  • Family members of deceased servicemembers
  • Participants in the liquidation of the Chernobyl Nuclear Power Plant accident
  • Participants of the World War and persons equated to them
  • Victims of political repression
  • Former servicemembers receiving a military disability pension
  • One parent, adoptive parent, guardian, or trustee of a child with a disability
  • Members of families assessed with a vulnerability score or status
  • Individuals earning AMD 200,001 or more per month, including social package beneficiaries with equivalent income
  • Individual entrepreneurs and notaries with an annual gross income of AMD 2,400,001 or more

Social package beneficiaries earning AMD 200,000 or less will continue to receive services within the framework of the social package under the state-funded program, without the involvement of insurance companies.

The specific lists of diseases, diagnoses, screenings, and medications included in the insurance package will be available through the “ArMed” application, as well as on the official websites of the Ministry of Health and the Insurance Fund.
